Why install it?
Under the Direct Vision Standard (DVS) each vehicle over 12 tonnes needs a permit to operate in Greater London. If your fleet vehicles don't meet at least a 1-star safety rating (3 stars in 2024), they won't be allowed on London roads and will incur a sizable penalty charge and additional driver fine for each breach.
About Direct Vision Standard (DVS)
Direct Vision Standard (DVS) is a road safety scheme by Transport for London (TFL). It aims to make London roads safer for pedestrians, cyclists, and other vulnerable road users by requiring heavy goods vehicles (HGVs) to obtain a road safety permit for entering and operating in Greater London.
The DVS measures an HGV driver's visibility level from the cab windows, assessing the safety risk and issuing a star rating from 0 (poor) to 5 (excellent).
Under current legislation, vehicles that don’t meet the minimum rating of 1 star must be equipped with the Safe System. From October 2024, this will rise to 3 stars, requiring vehicle rated 0-2 stars to be retrofitted with DVS Progressive Safe System (PSS).
Please note that these systems do not affect a vehicle's star rating. However, they enable businesses to receive road safety permits to continue operating in Greater London area (see map).
Upcoming changes to DVS from 2024
Direct Vision Standard is evolving to account for new technologies and enhance road safety further. Here are the main changes that will take place from October 2024:
-
3 stars is the minimum rating for a permit.
-
All 0-2 star-rated HGVs will be banned unless Progressive Safe System (PSS) is installed (Safe System upgraded version).
-
Camera systems must eliminate all vehicle blind spots on the near side.
-
All vehicles must have a proximity-based front sensor system.
-
All artic semi-trailers must have active sensor systems.
-
Audio warnings must be fitted to all vehicles.
-
Sensors must have a 2-metre range
Additionally, FORS Silver compliant vehicles may longer meet DVS Progressive Safe System requirements. However a revised FORS specification could be released later this year to align with the update.
